Border Legislative Programs

Private sector stakeholders can take advantage of unparalleled opportunities to engage with state lawmakers and other officials from the U.S. and Mexico and to strengthen this unique, important bilateral relationship. CSG West’s border legislative programs are designed to further cooperation and enhance policy-makers’ abilities to address shared concerns.


  • The Border Legislative Academy (BLA), launched 2017, in conjunction with the University of California San Diego's Center for U.S.-Mexican Studies, will assist newer legislators of the 10 U.S.-Mexico border states to become more effective leaders.


  • The Border Legislative Conference (BLC), launched in 2002, is the premier facilitator for ongoing dialogue amongst state legislators in the U.S.-Mexico border region. The BLC empowers legislators to engage in the binational agenda by bringing together industry experts and leaders from both countries to discuss common challenges; share best practices; and promote innovation and collaboration.

Western Legislative Academy

The Western Legislative Academy (WLA), an annual three and a half-day intensive training program, is an opportunity for Western state legislators in their first four years of cumulative service to sharpen skills needed for effective lawmaking, building support for the legislature as an institution and giving legislators from different states the opportunity to learn from each other. The WLA reinforces CSG West’s mission to provide opportunities for Western state legislators to share good ideas across state borders.
