Will Keyse

Legislative Training Manager

Will Keyse serves as the Legislative Training Manager for The Council of State Governments (CSG) West. In this role, Will oversees the organization’s professional development initiatives including the Western Legislative Academy, WESTrain, and the Annual Legislative Training Assembly. In addition, Will provides staff support to the Legislative Service Agency and Research Directors committee, Border Legislative Conference, and CSG West Annual Meetings. Will also serves as liaison to the legislatures in Colorado, Hawaii, and Utah.

Prior to joining CSG West in 2022, Will served as a program director in the El Pomar Foundation, a general-purpose, operating foundation based in Colorado Springs with an emphasis on community leadership development. Will also brings experience as a freelance writer, project manager, recruiter, and nonprofit board member to his work at CSG West.

A passionate citizen of the American West, Will resides in Sacramento, California and is a native of Denver, Colorado. He holds a degree in Comparative Politics and Spanish Language from the University of Puget Sound in Tacoma, Washington.
